EKAER Number
Today we will introduce you to the Electronic Public Road Trade Control System, or simply EKAER, which regulates the road transport of goods to and from Hungary.
The new regulations, making the use of the system mandatory in Hungary, came into effect on January 1, 2015, with the aim of eliminating VAT fraud and minimizing abuse. As a result, the EKAER system monitors the flow of goods both within Hungary and between Hungary and other EU Member States.
The introduction of this system is a key element of regulation designed to support a healthy economy and combat corruption.
EKAER is required in the following cases:
- Delivery of goods or imports from another EU Member State into Hungary, in which case the recipient is obliged to submit the declaration.
- Delivery of goods or exports from Hungary to another EU Member State, in which case the sender is obliged to submit the declaration.
- The first taxable domestic sale, if not for the end consumer, in which case the seller is obliged to submit the declaration.
15 Days validity
Based on the data submitted in the online system, the Hungarian National Tax and Customs Administration (NAV) assigns an identification number (EKAER number). In practice, this means that a unique number is generated in the EKAER electronic interface. This number identifies the product unit transported by the vehicle to a single consignee.
The EKAER number is valid for 15 days. Certain data (e.g. vehicle registration number, weight) can be modified during this period, but only before the goods reach the Hungarian border.
